MORGANTOWN - Vic Lombard ordered a "Rubber special" at Tudors Biscuit last Friday morning. The breakfast special would normally cost him $9.50. But instead, it cost only $6.

Don't let the name fool you; Lombard and his partner created The Rubber U in Morgantown back in 2008 and it has changed how people spend their money and how small businesses market themselves. The Rubber U started as a website, but there was a problem."Accessing the website obviously was a problem for a lot of people when they were mobile. So what we tried to do was to adapt it with an app," creator Lombard said.

Users pay $10 a year for a rubber bracelet or key chain. Then, they get discounts at a multitude of businesses in Morgantown, including restaurants, bars, spas, tanning salons and even golf stores. Users access the discounts through the mobile app.

More than 2,000 people, mostly college students, have downloaded the app on their iPhones or Droids, he said.

"It's not a lot to think about. It's quick. That's what we've found is easy and convenient," Lombard said.

But outside Morgantown, apps like Urbanspoon offer hyper local suggestions practically anywhere.

Whether you have a hankering for Mexican, or want to stay in one area, the app will spin until it lands on a restaurant suggestion. But, the local app market still has much room for improvement, according to Casey Cid, owner of mobile consulting firm Media Thirty Seven.

"More and more local businesses are figuring out there's an untapped resource here with local apps," Cid said.

"The future of everything is handheld. You have to stay on top of the game and on top of what's going on to be competitive," Lombard said.
